I don't think you need to go a size up. The dress has no limit on the waist.
Model with 130cm bust reports size 4XL fits fine.

Garment bust is 130cm, suggest for customers bust between 116-130cm
no waist limit
Size 4XL:
Garment bust is 140cm, suggest for customers bust between 130-140cm
no waist limit
Size 5XL:
Garment bust is 150cm, suggest for customers bust between 140-150cm
no waist limit
